The Office of Community Services (OCS), part of the Administration for Children and Families, partners with states, tribes, territories, and local agencies to reduce the causes of poverty and increase economic opportunity. Dr. Lanikque Howard, director of OCS, a federal division under the US Department of Health and Human Services, visits a community in the Alabama Black Belt where up to 90% of households have poor or failing wastewater systems. This results in waste backing up into homes and pooling in lawns, and sewage discharging into freshwater systems.
